I started by taking all the balls out in the top green compartment and then I took apart 3 of the green panels on and unjammed all of the balls. I figured out that the levers in the middle circle where the balls are supposed to fall down were getting stuck ok eachother. William fixed it by putting a ball through the bottom right New Poppy hole a couple times. As he put the ball through he also pushed up on the top right lever and bottom lever.
